I do not fully concur, even if i like your thoughtful contribution to various topics, since
i am always glad to read new participients.
I certainly know of a score of players "in residence", who have easily the abilities or even degrees to manage the work.
A good part of internal information is already set in English since they are set by program mechanismen,
and i think good players also know legends or books of games they already played quite thoroughly,
apart maybe from adventure numbers or parameters, which have to be changed anyway.
(the exception being maybe WoA for its pace-scripting, which should be translated by GM)
Since there have to be modifications too, to accomodate the new clients, this nevertheless shouldn´t be a problem.
The one problem remaining is time on our hands for implementing it, and this means, you need some kind of reparation or at least encouragement, since there could never be a full accounting.
Certainly SSv will not follow its usual course of free rounds, to make this happen, since they already cede the modules itself "for free",
as a gift for english speaking players, and knowing the difference, i personally think,
its a quality lap to old modules. (RoI being the only one i like)
If there is interest this shouldnt be big deal, since a lot of work in our community is done by enthusiastic gamers, who just want to "improve on their hobby".
Since such offers were never made, i guess there remain other restrains to not implement new modules, which i certainly do not know.
It is in any case a hell of work, to do it, and translation is only a small part of it.

To translate a modul into english is definitly not so easy. Ricco is right, when he says, this needs a native english speaker.
The modul book itself is easy - its only work, nothing else.
But the big rest is... difficult. The legends and books stories are possible, sure. But what is with the many extra text, which follows the adventures?
Mystic Sea will have around 150 to 200 extra pages outside the modul book. Some of the storylines will have 10+ pages...
And its not possible to separate player text and secret text, which never a player shall read. Also not the translater, but a separation is not possible (this all have to know).
But at all, it is possible! When this project is forced my Harlequin! Its a big project and needs the right man as translater. And it must be sure, that this guy shall be a Legends player and it have to be sure, that he plays in game 1 not for winning this game (his knowledge advantages are to big). From game 2 on, I see no problem - I allow also my game designers to play in their modul/game!
And at the end of translation, Harlequin have to implement all the translated text into the database. Thats also very, very tricky, but possible. Its a lot of work (definitly), with mass on error situations. I think minimum one month for Mystic Sea. And this all is only possible, when all persons work very carefully (it depends at message line numbers, one error and all is wrong in a message chain).
And at the end (or better at the beginning) it needs also a heavy work from me before the ingame modul text translation can start. 2 to 4 weeks I think I need for myself, to prepare all the german text sheets for translation (for Mystic Sea). Sure, its possible without preparation of my side, but than its much more difficult! Is this for free possible for me? Thats also a question, which I have to answer by myself, when it is happen (I think yes, because I think, its first for the Legends community (the english one) and only second for HG (please dont questioning this, I dont want to change my mind...).

Most translators are native in one language and "just" very proficient in the other.
In case of translating a Legends module to English, thorough Legends and e.g. Mystic Sea knowledge is a further requirement.
So, I think SSV players are the obvious choice

I don't think that idea would go over very well as in you could keep your module. As far as I know (feel free to correct me) Klaus is a licensee of Legends not the owner so if we went by your idea the SSV players should be paying an extra gratuity for all of the older games they play as well?
Price is already a giant issue for the HG players as most of the Legends player base is in the USA and we already pay for the dollar to pound conversion.

No, the license is not free. We pay a quaterly percentage fee to Harlequin Games.And i'm pretty sure that the license is not free for SSV, but of course i dont know details.
