Sam (Harlequin owner) just posted this on the Whispers list. I think enough people on Wolkenburg are interested to copy it here. Looks like the first L3 test game will start in a few months.

Hi Bernie
The first game will not have any new good stuff (such as above), it
will be as close to a copy of L2 as makes sense. Ed will be talking to
you guys about what the game will be and it will be all about testing
the new engine.
However, once L3 is proven to be working, we'll ask Ross to start
coding some of the wonderful fixes and changes that we've all been
waiting for. The concept has been to move the code into a modern
language first, then make changes to modern code instead of 1980s
Power Basic!
Unless something bad happens, the next game will be on L3.
The new LPE data packet means that we could have an updated LPE, if
some enthusiatic player-coder wants to do some work on their own
application.

Hallo zusammen,
Meiner Ansicht können wir kein Legends 3 erwarten, da "nur" ein Refactoring ( de.wikipedia.org/wiki/Refactoring ) stattgefunden.
Wenn die Zeit gekommen ist, sollten/müssen wie eine "Legends" 4 auf die Beine stellen.
